Canada is still open, but the rules are tighter than ever.

Since 2024, Immigration, Refugees and Citizenship Canada (IRCC) has cut student numbers and tightened work rules. Here’s what that means if you’re planning to study in Canada.

  • Study permit caps
  • Provincial attestation letters
  • Tighter work permits
  • Higher funds requirement

What has changed

Study permit capIRCC now sets a yearly limit on new study permits and shares it out between provinces.
Attestation lettersMost applicants need a provincial or territorial attestation letter (PAL/TAL) from the province where they’ll study.
Work permitsPost-graduation work permit and spouse work permit rules are now linked to programme type and field of study.

Proof of funds has also gone up. Students must show more money for living costs, on top of their first year’s tuition and travel.

Update, November 2025: IRCC set the 2026 limit at up to 408,000 study permits, including 49,000 for master’s and doctoral students. From January 2026, master’s and PhD students no longer need a provincial attestation letter. Source: CIC News, 25 November 2025.

How to plan a stronger application

  • Choose a designated learning institution and programme that clearly builds on your past studies or work.
  • Check whether your programme is eligible for a post-graduation work permit before you apply.
  • Prepare transparent, well-documented funds.
  • Consider master’s programmes, which currently have their own allocation and simpler paperwork.

Frequently asked questions

Is it still worth studying in Canada?

For the right student and programme, yes. Fewer places means each application needs to be stronger and better planned.

Can my spouse come with me?

Spouse work permits are now limited to partners of students on certain programmes, mainly master’s and doctoral degrees. Check IRCC for the current list.
